The main issue here that drops it to my Honorable Mentions is that it's five mana to cast and many players may only be running 12 or 17 instants and sorceries so the hosing might not be where you want

It is worth mentioning that both Yawgmoths Will and Underworld Breach are currently on the Game Changers list, cards that are not welcome in more casual Commander tables
