Like most Pokmon cards, the value of Manectric depends on a few consistent factors: its rarity, the printing and finish (regular or foil), its physical condition, and the set it was printed in (Emerald)
(This is all predicated on the existing rulings however, and you never know if Wizards might decide to issue an updated ruling for this sort of situation.) There is also an amusing thing to note that this can be recurred with Hall of Heliod's Generosity in something like Standstill, but I personally believe Shark Typhoon is a much better payoff than this because of the evasive nature of those threats while also being able to be pitched for Force of Will
